Google and Poland have signed a memorandum to collaborate and develop AI-driven solutions that enhance the country’s cybersecurity frameworks and energy infrastructure. 

Poland experienced a significant rise in cyberattacks during 2024 as a result of geopolitical instability in Europe – according to the nation’s Cyberspace Defence Forces, in February 2024 it was ‘the most attacked country in the world’ with over 1,000 cyber attacks on organisations per week.

The partnership between Google and Poland, which began in 2014, will leverage AI to enhance and strengthen the resilience of the country’s digital security systems against evolving cyber threats.

“I am grateful for the signing of this memorandum between Google and the Polish Development Fund,” says Prime Minister of Poland Donald Tusk. “We are creating a framework that will also allow for greater Google investment in Poland.”

As well as Google, Tusk says Microsoft is another international business that will invest in Poland in 2025.

Google driving cyber and startup innovation

Google has been involved in technology innovation and application in Poland since 2014, when the company launched a startup hub in Warsaw aimed at supporting entrepreneurs and small businesses developing state-of-the-art technologies. 

Startups in particular play a crucial role in creating innovative solutions that have helped enhance cybersecurity, healthcare and education in Poland and across Europe more broadly.

The measures outlined in the new memorandum will enhance Poland’s cybersecurity posture and support its energy transformation efforts – Google estimates the partnership will contribute to an 8% increase in Poland’s GDP.

"We talked about the enormous opportunities for Poland in artificial intelligence,” says Pichai, discussing the memorandum in more detail. 

“Leadership, ambition, and talent are giving Poland a new position in European innovation. Poland is currently the largest engineering hub, with over 2,000 employees. Google has been building Poland’s tech ecosystem for more than 20 years.”

Microsoft continues investment in Poland

Under the memorandum, Google’s AI solutions will be implemented in institutions and businesses. The company has committed to providing training and education initiatives in AI and other technologies that it says will enhance security and economic opportunities. 

It builds on existing investment in the country in digitalisation, including a ‘DeepTech Fund’ supporting advancements in AI and cybersecurity. The nation’s Ministry of Development and Technology is also preparing an ‘Enterprise Digital Transformation Program’ that will address challenges businesses and organisations face in technology and cybersecurity.

"When I invited Google to collaborate with Poland 11 years ago, I never imagined that our partnership would reach such an impressive conclusion," says Tusk. “From Google's perspective, Poland is a leader in Europe and one of the most attractive places for investment—investment in the future and in security.”

Tusk also invited Google to contribute to deregulation efforts in Poland that aim to cut red tape and regulations and give businesses greater scope for development and innovation.

Google isn’t the only international tech company eyeing investment in Poland. On 17 February, Tusk met Microsoft’s President and Vice-Chair Brad Smith to discuss technology and security. Smith heads up the company’s initiatives focused on technology and society, including the application of AI and cybersecurity. 

At a joint press conference the pair announced Microsoft’s plans to invest an additional US$700m in Poland to improve the country’s cybersecurity in cooperation with its armed forces.
